Here, I see that the default values of the R16 and R17 registers are 0x00 and 0x80 respectively, but why do I read them out as 0x00 and 0x88 at the beginning
When I adjust the frequency offset, apart from configuring these two registers, are there any other operations that need to be done?
I set the offset through the control word. So, what is the frequency offset corresponding to this 1bit of mine

What you're reporting is the default.
Refer to device register map.
p.s. - it will be difficult to figure out what XO_CAPTRL value to use (assuming this is what you want) given there are many variables that can affect the actual output frequency.
Best way of going about this if you want to tune the output frequency to within a certain offset from nominal is by fine tuning this register and observing output frequency on a frequency counter until you get the desired output frequency.
