At Power on if REF in is missing ,what is the output available at y1.

At power on, REF_SEL decides which input to pick. If the input is not available, the PLL is unlocked and VCXO will rail to its most negative or most positive frequency and the outputs are active even if PLL is unlocked and will be VCXO freq/8.
