CDCE913: simple divider with PLL

Hello

My customer intend to use XC2173, but he asked me counter proposal.

24MHz in ==> 12MHz out.

He says CDCE913 it too rich (  feature and price).

I could not find any suitable product except CDCE913, but I intend to promote D-FF ( w/o PLL)  like SN74AUC1G79.

Would you please give me your opinion?
