ADS1115: ACS Won't ACK on Hex48, seems to work on default Hex0 Address

Hi,

I am trying to get my ADS1115 to ACK with the address: 1001000 and a low read_write bit, however I always get a NACK. I have tried 4 different devices from two different suppliers, so I'm sure the problem lies with either my wiring/verilog code.

I have noted however, If I use the default address: 0000000 then I do get an ACK...so I'm confused about that.
