ADS1231 (single channel, fixed gain=128) and ADS1232 (dual channel, selectable gains of 1,2,64, and 128) are the two most similar ADCs to the HX711. Neither ADC is pin-2-pin equivalent.

If we want to measure the weight from 1.36KG to 11.34KG,
and accuracy is 90g/per unit.
Does ADS1231 and ADS 1232 meet this requirement?

The ADS1231/ADS1232 is 4x better than the load cell for gain drift, 10x better for offset drift, and 10x better for linearity. The measurement accuracy will depend on the actual load cell, and not the ADC.
Based on the load cell data sheet, assuming a zero-scale before measurement to correct for any system offsets, and room temperature range of 18C to 28C, then yes, you should be able to measure weights in the range of 1.36kg to 11.34kg with an error of about +/-90g.
