ADS1299: DRDY pin is being held high with no pulse

I've followed the steps on this post: 

AVDD is good at 5V, DVDD is steady at 3.3V, and each of the VCAPs is at the value it should be. When booted the /DRDY pin is steady at 3.3V. I've tried setting the start pin as well as resetting. Is there anything that could be causing this behavior?

    Welcome to the E2E forum and thank you for using the ADS1299.

    For your DRDY issue, can you check to see if you are following the power-up sequence in Section 11.1 in the datasheet? The last section of the FAQ also described what you can do if you are not able to get everything up correctly (see below).  

    If you are unable to complete all of the steps above, try resetting the device while the analog and digital supplies remain present. Make sure that the power supplies have had sufficient time to power up and the Power-On Reset (POR) timing has be followed (section 11.1 Power-Up Sequencing in datasheet) before attempting to communicate with the device. For more information, check the device datasheet for an example Initial Power-Up Sequence routine and Power-On-Reset (POR) timing.
