TLC3702 As Schmitt Trigger

Is it right option to use TLC3702 as schmitt trigger.I need a device which can change states on 3V(high or low) & 4V(low or high) in a 5V system.

Also can put negative voltage on -VEE in this opamp or it is for 0V at negativ rail only.

    A Schmidt Trigger is a comparator with hysteresis applied to reduce noise sensitivity at the comparator threshold. The hysteresis may be built into a comparator, or may be easily added externally. The TLC3702 comparator can be used as a Schmidt Trigger when hysteresis is added externally.

    There is a good discussion of internal and external hysteresis in the TLV3201 data sheet. This is a very new micro-power, high-speed comparator from TI. You can find the data sheet here:
