Hello Yaita,
The EEPROM is not required for the TUSB4020B. It is typically used in cases where the customer wants to change the reported VID/PID or anything else shown in Table 3 in the datasheet. Please note that connecting a blank EEPROM to the hub will force the hub into programming mode - so if the EEPROM is part of the design but not used, it should not be populated and/or the pullups on SDA/ SCL should not be populated. If the hub is to be used without EEPROM or SMBUS, make sure SMBUSz is high.
