There are no restrictions on the order of powering up the rails. The rails may be ramped up in any order. However, the VCCOUT voltage will depend on VSUP so depending on your system requirements you may want to ramp up VSUP first.
There is also an under voltage lock out event that can occur if the rails are not ramped up quickly enough. The timer is called T_UV/TSD in the datasheet and that time is between 200 ms - 500 ms. This will put the device into sleep mode if the rails are not ramped up quickly enough.

Yes, there is no particular order in which the supplies need to be applied during power-up. TCAN4550 will remain in a protected state until Vsup is present. The device state may be different when only certain supplies are available. See Table 8-6 (labeled Table 6 in nonQ-1 datasheet) for more info.
