Hello Damjan,
Yes, all downstream ports can connect at FS simultaneously. The traffic is all scheduled and driven by the USB host with the devices responding, the hub does not control that. Please note that the connection between the host and the upstream port of the hub is a single 12 Mbps link.

How can I get 12Mbps speed on all 7 ports at the same time when the upstream port can provide only 12Mbps?

The traffic is scheduled, only one downstream port is go though upstream at one time.
