The block diagram shows resistors between connector side and system side, what's the purpose of these resistors? And what's the impact of shorting C pin and S pin together?

Hi Charles,
The resistors are there to increase clamping performance of the device. If the C and S pins were shorted together, the device would not clamp properly during an ESD event, and possibly damage your system.
