DP83822I: RMII Master Mode Problem

Hello! 

I configured MAC Interface in RMII Master Mode, 25MHz Reference clock (RX_DV Mode 3), but when i read 0x0017 register it show me 0241. It is RGMII Mode... Why?

I measured RX_DV at power up ,it is 0.82V.

I measured RX_ER at power up ,it is 0.92V. (Both resistors on RX_ER is not fitted)
