TUSB213: VREG capacitor

My customer is looking to use TUSB213 as an alternative to TUSB217. The difference from a footprint perspective is the capacitor on VREG.

Their current design left this pin floating on the TUSB217 (which is an allowed configuration) but that means no pad is available to populate a cap when using the TUSB213. Is the VREG capacitor on the TUSB213 required?
