Yes, TCAN4550 can support systems that wish to support the functional safety certification of SIL-3. See our functional safety overview page on ti.com for more info on how our documentation can be used to meet your requirements. Specific functional safety information for the device can be found on its store page or from the link here.

Could please elaborate how TI has acheived functional safety- managed certificate for TCAN4550-Q1.

The linked document is a guide to how TCAN4550-Q1 can be integrated into a system design to meet SIL-3 functional safety requirements. Applicable information to functional safety such as product architecture, partitions, safety mechanisms, etc. are overviewed here to help aid the functional safety design process. A system-level certification does not apply to the device itself.
Have you been able to review the information available on the functional safety overview page? The documents available here will give a more general overview of implementing designs with functional safety certifications in mind.
