I am looking for an IC which can convert digital 0/1 signals to 7V/-0.4V logics/pulses. Could you please recommend one for me?

What frequency is the input and what is the range of duty cycle? Once we have that information, we can provide a simulation circuit for you to use. Clemens idea of using a comparator with a push pull output will provide the most symmetrical rise and fall times at the output but it's also possible to use an open drain device if the input frequency is not very fast.

My application is using MCU's GPIO pins as data and clk line for my simple special communication use.
The highest frequency is around 1MHz, and the duty cycle range 50% ~90%.
Furthermore, is there any comparator that its output can be floating?
