Output short circuit current is not part of the IEEE standard, so we don't have this readily available. Why do you need this information?

Regarding quiescent current, are you asking about the powerdown current?

I'm sorry but I'm still not understanding what you're asking for. What do you mean by output current on the voltage rails? Are you referring to leakage current when the device is off?
