TPS25750: about TPS25750 power path

I noticed when TPS25750 operate in source mode, there will be 3 power path.

PP5V (3A) and PPHV (when bus voltage>5V)  PP5V_CC(315mA)

But in the actual power-bank case, the PP5V(3A) power path will cause inconvenience which require a buck-boost from battery to get an 5V 3A.

1. Why not merge the 5V 3A source path with PPHV source path? Is there some other consideration when design this PD controller?

2.In the source mode, If the negotiation of PD  determine the BUS voltage>5v, TPS25750 will choose PPHV path and close 5V3A path. If =5V, TPS25750 will choose 5V3A path and close PPHV path.  Is it right?
