DP83822I: UBoot driver

We do not have a uboot driver for dp83822I. We have had other customers that use the Linux Driver for the 822 as a reference to build their own.

Unfortunately we do not know how to configure the DP83822 as a generic PHY in uboot. We usually provide the Linux driver to customers and they can build their custom driver as they see fit.
