Customers are considering change from MAX3221 to MAX3221E.

I understand that the E version is an ESD enhanced product, but according to the DS

MAX3221

MAX3221E

MAX3221E is inferior except for the bus terminal.
(MAX3221E: 2000V　All other PIN）？？

Since all TRS brand products are 3000V, is this description a typo?

MAX3221E's "Pin8 and Pin11"-> "Pin8 and Pin13", right?

You're correct - Pin 11 is a typo in the MAX3221E's datasheet. About the HBM rating 'degrading', it looks like MAX3221 was released before TI made the mind on the HBM rating - 2000V was proved to be enough for the manufacturing environment and became the typical rating for logic pins.
