We used TUSB2046 and met the issue. Please help analyze it.
The schematic as below.
Issue:
The USB source is from SoC (USB3_HS_DP, USB3_HS_DM)
When U14 switches 1D to 2D, the TUSB2046 POWERON pin will go from 3.3V to 0V. At this time, the OC pin is still at High. Since the POWERON is 0V, the switch is closed and no power out. Please help analyze it.

After reworking with POWERON, we can get the USB_5V. But still cannot get the USB device.
Also, I measured the Reset and xtal information. Please help double-check it, thanks. (Voltage level and so on)
Update the issue status,
After bypassing the hub, the function is all okay. The problem might be from the USB2.0 hub.
To check the hub, I change the R13901/ R13900 from 22 ohms to 0 ohms, and it's helpful for the waveform.
But still can't configure the device.
