Are you asking a question about the surface of the device package? It looks slightly roughed up, but I don't think this will affect the electrical characteristics of the device too much. Is that how the part initially arrived when you first bought it?

There shouldn't be any problem with electrical characteristics of the device even though the package is slightly roughed up. How long have you had the part? Did you order multiple? And if so, were they of all the same quality - rough up surface?

All parts that leave TI facilities are production tested before sent off to the customer. This means that all parts that leave our facilities are electrically sound. I have contacted our Quality Engineer to check on the reason for the package not being so clean upon arrival.

Did you see this roughness on the packaging before or after soldering to the PCB? Quite possibly, there may have been some excess solder flux that got on top of the device. Or maybe some process during soldering caused the issue.
