Please see my comments below.
1. C11 should be 2.2uF min, 4.7uF typ and 6uF max.
2. Recommend adding a bypass cap with 5uF min, 10uF typ.
3. Recommend adding a bypass cap with 47uF typ, 120uF max.
4. Recommend adding 10nF caps on each Vbus pins (A4, B4, A9, B9) at the Type C connector.

Sorry for missing that information in my previous reply,
2. Recommend adding a bypass cap between VIN_3V3 (pin 5 of TPS65988) and ground with 5uF min, 10uF typ.
3. Recommend adding a bypass cap between PP_HV1(pin 11,12) /PP_HV2 (pin 1, 2) and ground with 47uF typ, 120uF max.

I want to reduce the mounting area.
If "Multiport Sink Policy" is set to "Only highest power sink path closes switch",
is it okay to delete the circuit in the blue frame?

You can simplify the design if your configuration only enables the power path with the highest power PD contract.
