Theta is thermal resistance determined by a JEDEC specified test board, and Psi estimates the junction temperature of a device in a real system and is extracted from the simulation data for obtaining θJA, using a procedure described in JESD51-2a. So, both are relative the JEDEC thermal specification, and both are in units of C/W. Typically I've seen customers use the theta parameter.
