DP83869HM: How do I convert 10/100 copper ethernet to 1GbE fiber?

Based on your inputs, i assume you are looking at media converter application. Looks like DP83869 may not be able to support the required configuration. 

Please refer to the below section in the datasheet,

9.5.1.8 Straps for 1000M Media Convertor

If there are any additional inputs you have on the use case, i can check the feasibility
