HD3SS3220: Unexpected VBUS detection while connecting Type A-C cable only

I'm using HD3SS3220 as UFP configuration, and seeing unexpected VBUS detection when I connect USB TypeC-A cable (cable only). 
I'd like to know how can I avoid this behavior.

My setup:
- P/N: HD3SS3220IRNHT
- Schematics : Same as Figure 8-3 in HD3SS3220 datasheet (Fig.A)
- Target system is configured as UFP (PORT is GND), TypeC connector is on target system 
- Connect Type-A to Type-C cable on target system (cable only, not active cable)

Issue:
- Unexpected VBUS detection happens unexpectedly
- The waveform of VBUS is Fig.B. I observed 4V/12Hz pulse on VBUS.
- It seems that this pulse comes from CC1 output of HD3SS3220 through 56k ohm resistor sits between VBUS and CC pin in Type A-C cable.
- I saw same pulse (5V/12Hz) on CC1/2 pin output of HD3SS3220 even if I don't connect anything on Type C connector.
- If I write 1 to DISABLE_TERM register or write 1 to DISABLE_UFP_ACCESSORY register just as experiment, the behavior was gone. 

Question:
- Is this behavior expected? (Why HD3SS3220 toggles CC pins?
- How can I avoid unexpected VBUS detection in this system?
