The purpose of a differential driver is to generate a voltage drop of at least ±1.5 V over a 54 Ω load between the two output pins. The absolute voltage does not really matter for a differential signal, so it is not guaranteed. (What does the customer need this value for?)
The common-mode voltage (see figure 1) has specified limits, but they are not useful for deriving VOH.
The output schematic shows that due to the NPN transistor, VOH is at least one diode drop (0.7 V) below VCC.
