DP83TG720S-Q1: VDD power supply range

Hi Expert,

My customer has some questions regarding to our VDD power supply range. I checked it from datasheet, our recommended range is 2.97V to 3.63V for 3.3V core supply voltage. The background is that most of the power supply have some noise around the DC supply. For example, if 3.3V power supply have some 3.8V spike which will last several nanoseconds or tens of nanoseconds, does it will influence the function of DP83TG720s-Q1? 

Another word, if there is a voltage spike or drop(the amplitude may 3.63V~4V or 2.6V~3.97V) occur at the 3.3V power supply, how long can this noise guarantee that it will not affect the normal function of DP83TG720-Q1 during working?
