For 94x, the DGPIOs are only available in dual FPD-Link mode. For those picture above you would need to utilize the regular GPIO pins and then it is possible to do what you are trying to do

So if I want to connect DOUT0 of 941 and RINx of 948, I must use GPIOs of 941, instead of D-GPIOs, is that right?
948 also need to be configured as RIN0 to GPIOs, RIN1 to D-GPIOs?

D_GPIO is only supported when both RINs are used (dual mode). If only RIN0 or only RIN1 is used (single lane), then regular GPIOs must be used to pass through the FPD-Link.

That is specifically for when the 941AS is in splitter mode connected to two independent DES at the same time. Not for when the 941AS is in single mode connected to one DES on port 0 or port 1.
