DP83620: Link-up time with short cables

Hi Team,

If the cable length is short (0.5m), Auto Negotiation will take more time to complete. (about 1 minute).

If the cable is more than 1m, the link up will be done in 3 seconds.

One IC out of six is experiencing this phenomenon, even after moving the IC to a normally working board.

I am experiencing exactly the same problem as below.
