cheapest IO expansion method...?

I have a customer who would like to add ~9 GPIO to their microcontroller, and is currently considering the TCA6416A. However, this is a very cost-sensitive application, and these IO will only be used for a keypad and partitioned LED backlight matrix. So this is a very simple, low-speed application

Can anyone tell me if there is a cheaper/simpler way to go about this? I'd be curious to hear about 8x GPIO solutions as well, that might work. Every penny counts, anything comparatively cheaper than the TCA6416 would be of interest. Package size is not a concern.
