TPS65987D: Long delay in booting.

I have two identical protos using the TPS65987D in sink mode.  One boots up quickly, negotiates PD, and runs.  The other takes a very long time to toggle the SPI lines to load the flash image. 

I have verified:

The VBUS voltage is 5.17v.

The LDO_3V3 is 3.29v.

The MISO is pulled up to LDO_3v3 and has voltage.

ADCIN1 is pulled up to LDO_3V3 and has voltage.

The flash has LDO_3v3 voltage.

Using the config tool in debug mode the Mode is blank and the Version is 0x0.

It appears like the IC is hung until some random event where it proceeds to activate the SPI lines to load the configuration then run normally.
