DP83869HM: TXD[3:0] & RXD[3:0] 11ps skew requirement (RGMII) in layout guidelines datasheet (pg. 113)

A couple of questions that I have about the 11ps skew requirement that is written in the datasheet (pg. 113) of the DP83869HM physical layer Ethernet chip, w.r.t. the RGMII layout guidelines:

- what is the origin of the 11ps, in other words, why this specific value? (seems like a very tight requirement) What is it referenced to, because I could not find this in any RGMII standards so far. 

- What could be the potential risk that occurs when routing the signals with a skew of max 50ps? (considering potential package length not included in length matching).
