Please tell me.

I am using LED_ACT in mode1.

Lights when transmitting or receiving.
Turns off when not communicating.

The ACT_LED usually flashes,

It may remain lit for a long time.
Is this because the data is stored in the "Transmit Block" or "Receive Block" described in the "Functional Block Diagram" of the data sheet?

When the communication speed is extremely slow, can the ACT_LED not blink and remain lit?

    Yes, your understanding is correct, LED will turn on when transmitting and receiving packets. When there is no transmitting and receiving packets, LED will become off. Hence, if the numbers of packets transmitted or received per unit of time is low, then you will see that LED is staying for longer time.
