    Jiawei,

    Yes, it can be used to drive LEDs, but please ensure you keep within the recommended operating conditions of the device. Each pin is recommended to sink no more than 25 mA. The total continuous current through GND should not exceed 200 mA.

    Regarding brightness, I would look at the TCA6507, which is specifically designed to drive and adjust the brightness of LEDs.
