When using TL16C752D, is it OK to keep RESET=LOW (for example by pulldown) after the power on? Or, would it be better to conduct reset at least one time?

Hi Kurumi-san,
I believe we've seen an issue with this device when the RESET pin doesn't toggle (if I recall correctly we had one customer report TX remains low until data is sent that sends a 0 to 1 transition). I would recommend you perform the reset after power up.
