TUSB8041: Port PWRCTL/BATEN - Pullup required ?

Pin FULLPWRMGMTz is left floating, which should result in a logic low (internal pulldown).

I tie PWRCTL to logical high using a 10k Pullup.

To my understanding, this should result in enabling power to the port via a high signal on PWRCTL pin, as long as OVERCUR is not set (pulled low) ?

In my circuit ihe PWRCTL-Pin stays low. Is there a pullup required ?

    Your setup is correct:

    When USB_VBUS is high, PWRCTL outputs are controlled by the USB host using USB commands per USB specifications.

    When USB_VBUS is low, PWRCTL outputs are not asserted unless battery charging is enabled in which case, the PWRCTL outputs will turn on and then toggle when USB_VBUS goes high.
