DP83TC812S-Q1: Local Sleep of DP83TC812S

I am attempting to put a DP83TC812S to sleep from the MAC without needing a external Link Partner connected. The following video describes putting the PHY to sleep by writing register 0x18C to a value of 2, but from there the LINK partner needs to ack the request. What happens if nothing is connected? I assume the PHY does not actually go to sleep. Assuming that's the case, is there a way around this? Is there a way to go to sleep without an external part ack'ing the sleep request. Maybe another register to write?
