Does TCA39306 have repeater function? It is not clear in datasheet.

If yes, what's the advantage comparing with TCA9617A?

No, the TCA39306 is a passive switch.

Devices that buffer the signals are markes as "buffer" in the product list.

Clemens is correct, this is not a repeater. This device uses pass-FET architecture. Thus TCA39306 is a translator, not a buffer.
