TUSB321: DIR couldn't reversed normally

With the type A-C cable (USB 3.0 support), the DIR of the TUSB321 can be reversed normally when the C port is reversed; however, with the type C-C cable, the DIR can sometimes be reversed incorrectly, which is happened when the cable is inserted slowly. Now, a solution has been found, which is to unplug, go over 10s, plug in quickly so that the DIR can return to normal. May I ask what is the probable cause of this?

CC1 2 is measured at 0.429V in forward and reverse interpolation, DIR high at 1.78V, low at 0.4V, and VBUS at 5V when DIR can be reversed normally; When the DIR fails to reverse normally, The CC1 2 level is still normal, but the DIR level remains unchanged at 1.6V and the VBUS remains unchanged at 1V.   Measured that when the USB cable is not plugged in, the board is powered up, the VBUS level is 1V, we guess that if  the DIR pull-up 1.8V leaks in, pulling the Vbus to 1V, I wonder if this 1V is the cause of the DIR not reversing properly?
