With reference to the application report SNLA243: RGMII Interface Timing Budgets, there is a section describing the method to measure the RGMII delay (page 9).

This is referring to the DP83867 ethernet PHY IC.

Are there similar settings for DP83TG720R?

    You may measure RGMII as is if you have a complete design. The register programming in the document provided is used for internally generating the traffic, but if you already have a full design built, you may ignore these registers and send packets as needed.
