PCA9546A: SDA is stuck at low

We are testing OSEPP I²C Expansion Shield, the board is powered by connect Pin3 of JP5 to 5V and pin4 of JP5 to GND. without connect to another devices, the pin15 of PCA9546 'SEN_SDA' is held low. Can you enlighten me what could be the problem? +5V_SEN is measured 5V, Pin15 to +5v_SEN measures 2.2kOhm.
