TFP410 output to monitor

I built a board with TFP410.  It uses DVI to connect to an external LCD monitor.  But I cannot get any video display on the monitor.  It says no external video input signal.

When I measure the TXC+/-, TX0+/-, TX1+/-, or TX2+/-, it shows some high speed signals at about 2V DC level, but only for half a second.  Then the signal goes to 0 VDC for 3 seconds, then it outputs the high speed signal again, and this repeats.  The MSEN output goes high most of the time, but goes low for 3 msec in every 3 seconds.  It seems that some handshaking between the monitor and the TFP410 is missing.  When I connects the DVI to a TFP401 inputs, then the TXC+/- runs continuously without breaking.

Here is my connection:

ISEL/RST  low = I2C disabled

BSEL/SCL high = 24-bit

DSEL/SDA low = single-ended clock

EDGE/HTPLG high = rising edge

DKEN high = deskew enable

CTL3/2/1 = 100

    I think it is something to do with the LCD monitor. 

    On LCD monitor A, when the LCD monitor is not connected, its HPD signal is at low.  But when plugged to a normal PC with graphic card, the signal goes high.

    On LCD monitor B, when the LCD monitor is not connected, its HPD signal is already at high, and when plugged to a normal PC with graphic card, the signal stays high.

    LCD monitor B works with my system with the TFP410, but not LCD monitor A.  In my system, the HPD pin is simply not connected.

    Now the question is how to make both LCD monitor A and B works with the TFP410?  Is it something to do with how HPD pin is connected?  I tried both pull-up and pull-down the HPD pin and still it cannot make LCD monitor A start up with the TFP410.
