TUSB422: Vcc(USB_DB) why need tested in dead battery

Could I ask why the Vcc needs to tested when in dead battery condition, but not weak battery or good battery showing in the TUSB422 DS 6.5 Electrical characterstic? Are there any meaning on that to test this paramater with dead battery? Is it setted by USB IF PD Spec or limited by USB IF device certification procedure?

Maybe I did explained clearly in previous statement. What I means is why we need Vcc (USB-DB) this parameter in the DS when with dead battery? What is the meaning of this parameter, and why it was not Vcc (USB) with good battery or weak battery?

you can see many other CC voltage on the next page, which are for good battery as well.
