I need to rework an ESD component (TPD1E10B09QDPYRQ1) on my PCBA, but the pads of the part are on the bottom side, how can I make sure the component has been mounted on the PCB?
Is there a way to use DMM to check it?

You can apply a voltage at or above 9.5 V to and see if the diode breaks down and current is flowing to ground. Make sure to limit the current to 1mA.
You can also run a signal through the pads with the device off and use a network analyzer to see the frequency response. Then place the device on the pads and use the network analyzer to compare waveforms. This device has a typical input capacitance of 10pF so you can cross reference the frequency response with the insertion loss graph in the datasheet.
You could also take an xray over the device on the PCB that will show you if the leads are properly mounted.

There is no way to do a quick check with a DMM since the leads/pads are not exposed. The options I suggested in my previous reply are the only ways of ensuring a leadless ESD device has been mounted properly to my knowledge.

There is a signal trace which connects the ESD pad and the connector pin, could we use the DMM to measure the connector pin and ground for checking?
For example, if the ESD part is unidirectional, we can measure it 0.X Voltage and O.L by DMM diode mode.

The DMM won't apply enough voltage to get the diode to start to conducting, the continuity check mode is for regular diodes with a much lower breakdown voltage. The methods I suggested in my first reply are the only ways I'm aware of to verify an ESD diode in a leadless package is mounted properly.
