DP83848I: PHY chip not generating 25MHz at Pin no 25 on Power up

Hi,

We are having a difficukty in using the DP83848I. the PFBout pins measures only 0.046V. Using the same IC in another working board the Design works. Both boards have similar design. Kindly help in explainig the Internal circuitry and external circuit dependence of PFB out and RX bias pins
