This seems like an output spec... It seems strange to me that the input rise time the part can tolerate is dependent on bus capacitance. Is there something I'm missing? Thanks.

These values are just copied from the I²C specification.
The I²C specification limits the minimum allowed rise time to prevent ringing on the I²C lines. This limit applies not to individual inputs but to the system as a whole, i.e., it forbids outputs that would be too strong.
The TCA9548A itself indeed has no lower limit. If you were able to generate fast edges without ringing, it would work.
