DS90UB927Q-Q1: Is there an IC meeting the data transmission format as below?

I don't quiet understand your color bits format. On our datasheet we denote the color bits by RGB bits. 

The DS90UB927 can be configured to accept 24-bit color (8-bit RGB) with 2 different mapping schemes:

1. LSBs on RxIN[3]±, shown in Figure 19, or MSBs on RxIN[3], shown in Figure 20.
2. Each frame corresponds to a single-pixel clock (PCLK) cycle.
3. The LVDS clock input to RxCLKIN± follows a 4:3 duty cycle scheme, with each 28-bit pixel frame starting with two LVDS bit clock periods high, three low, and ending with two high.
4. The mapping scheme is controlled by MAPSEL pin or by Register as shown below.

We do have a newer device DS90UB947-Q1 that has newer features than 927. To look into the supported data transmission formats please refer to the Deserializer datasheet here : DS90UB948-Q1 - Please refer to section (7.4.3 OpenLDI Output Frame and Color Bit Mapping Select)

Table 7-10 lists out the LVDS formats supported by the 94x devices.
