Assuming TCA9539-Q1 is just powered on and the I2C is not established yet, all I/O is default as input. If there is rising or falling edge on the port, will TCA9539-Q1 generate low signal on INT pin? Thanks

An interrupt is generated by any rising/falling edge of the port inputs when in input mode. Since device defaults on p-ports to inputs on start-up, any change rising/falling edge on the port will trigger the INT pin.
