Probing between the +5V and Gnd pins of the power input connector (J13) showed there was a short. I applied a low voltage to the input and inspected the board with an IR camera. I found a hotspot forming at U23, so I believe we’ve isolated the shorted component. See attachments for location on the board.
If we need to replace the IC, hopefully we can send it back to TI to rework as I don’t have much experience replacing WQFN package type components. We also don’t have the design files for the FPGA board, I only saw files for the EVM board in the directories. Without a schematic, I can’t look at the full wiring path to see if there’s an easy fix we can do in house to bypass the component.
