I think you may misunderstand.

For HUB, I can modify manufacture string and product string, and it can be view by USB viewer, for example

iManufacturer and iProduct.

Where to setting for billboard device. It is always 0x00

In my understanding and study, it is for billboard pop message, not for product string and manufacture string.

Could you clarify it?

You are right, 100h seems  not for product string and manufacture string of billboard.

        Design confirmed That TUSB8044A don't have register for billboard manufacture  and product information like those at 50h and 90h.
